About Joan Johnson
Joan Johnson, MPA-HA, OTR/L, CCM, is the founder of Tactical Shift Workplace Strategy™. A licensed Occupational Therapist and Certified Case Manager, Joan is a healthcare operations and leadership strategist with over 20 years of experience navigating the gap between clinical missions and systemic reality.
Having moved from private practice owner to career coach, Joan understands burnout as a systemic failure rather than a personal one. She founded Tactical Shift to move beyond “resiliency training” and instead address the root causes of clinician turnover. Her work provides leaders with the practical infrastructure and science-based tools needed to build trust and accountability in high-pressure environments.
Joan brings a grounded and steady presence to emotionally complex workplace environments. With years of training in emotional intelligence, human resources, and leadership development, she helps organizations navigate the human side of workplace challenges with clarity and care.
Drawing on her experience as a healthcare leader and workplace strategist, Joan works closely with leadership teams to move beyond reactive management and toward more intentional leadership practices. She helps leaders better understand the dynamics shaping their teams, strengthen communication and trust, and develop practical strategies that support both people and performance.
Our Commitment to Excellence
From Burnout and Blame to Clarity, Stability, and Sustainable Leadership
Most healthcare and social service organizations are deeply committed to their mission and the people they serve. When teams struggle, it is rarely because they lack dedication or commitment.
More often, it happens because expectations continue to rise while the structures meant to support leaders and teams have not kept pace.
Over time, this imbalance can lead to burnout, strained communication, eroded trust, and the exhausting cycle of turnover and constant crisis response.
Whether you are an organization navigating systemic strain or a professional recovering from a toxic workplace experience, the impact can feel deeply personal — leaving leaders and teams wondering how to move forward without repeating the same patterns.
At Tactical Shift Workplace Strategy™, we help organizations and leaders break that cycle by bringing clarity, structure, and science-based insight to the complex challenges modern workplaces face.
Burnout is not a character flaw, and turnover is not a lack of loyalty.
They are often signals that a system is under more pressure than it was designed to carry.
In healthcare and social service organizations especially, leaders and teams care deeply about their work and the people they serve. When expectations continue to rise but the structures meant to support people fall behind, even the most dedicated professionals can begin to feel overwhelmed and stretched thin.
At Tactical Shift Workplace Strategy™, we partner with organizations and leaders to bring clarity to these challenges. Together, we identify the pressures shaping your workplace and develop practical, sustainable strategies that strengthen trust, engagement, and leadership.
We don’t offer generic training or one-size-fits-all programs.
Instead, we collaborate with you to build solutions grounded in your reality—your people, your setting, and the unique dynamics of your organization.
What Is the Tactical Shift Workplace Strategy™?
Most care-driven organizations do not struggle because people lack commitment
They struggle because the work never slows down, expectations keep rising, and leaders and teams are asked to absorb pressure without the clarity, support, or tools needed to sustain it.
Over time, the warning signs begin to appear
- People are exhausted.
- Turnover becomes constant
- Trust quietly erodes
- High performers disengage or leave
Leadership, often well-intentioned, finds itself reacting instead of leading.
At the same time, many talented professionals are trying to recover from layoffs, toxic leadership, workplace bullying, or a chronic lack of support.
They leave roles they once loved carrying more than disappointment. They carry confusion, self-doubt, and a deep concern about finding themselves in the same situation again.
Tactical Shift Workplace Strategy™ exists for both sides of this reality.
For organizations that know something needs to change, and for professionals who need support making sense of what they have experienced and moving forward with clarity and confidence
What Is the Tactical Shift Workplace Strategy™?
Why We Start with Data, Not Assumptions
When teams are under strain, conversations quickly become emotional, defensive, or vague. Data changes that.
We use three core assessments to bring objective clarity:
8 Factors of Engagement® — Reveals what’s truly driving or draining engagement in your team, beyond surface-level surveys.
Stress Quotient® — Identifies where sustained pressure is affecting leadership capacity and decision-making.
TriMetrix DNA® — Helps leaders understand how their behavior, motivations, and competencies influence team stability and retention.
This isn’t about labeling people. It’s about giving leaders clear, actionable insight they can use to build trust, reduce turnover, and create environments where people actually want to stay.
Over time, the warning signs appear:
- People are exhausted.
- The turnover becomes constant.
- Trust erodes quietly.
- High performers disengage or leave.
And leadership – often well-intended – is left reacting instead of leading.
At the same time, many talented professionals are trying to recover from layoffs, toxic leadership, bullying, or chronic lack of support.
They leave jobs they once loved carrying more than disappointment.
They carry confusion, self-doubt, and a deep fear of ending up in the same situation again.
Tactical Shift Workplace Strategy™ exists for both sides of this reality.
For organizations that know something needs to change – and for individuals who need help making sense of what they’ve been through and moving forward with confidence.
01
Our Core Belief
This belief comes from years of leading in high-pressure healthcare environments, working alongside people who care deeply about their work even when the system makes it harder than it should.
People are not the problem.
• Burnout is not a character flaw
• Turnover is not a lack of loyalty
• Disengagement is not apathy
These are signals that something in the system needs more clarity, structure, and support
02
This Isn’t a Quick Fix
The leaders I work with care deeply about their teams and organizations. Most have already tried to improve what is not working, and yet something still feels harder than it should.
• Turnover is creeping up
• Leaders feel stretched thin
• Engagement efforts have not stuck
• High performers are quietly exhausted
03
A Strategic Partner, Not a Program Drop-In
This approach was built from real experience inside systems where generic solutions did not stick. We take the time to understand what is actually happening and build from a custom program for your team based on their data.
• We listen to frontline experience, not just leadership perspective
• We create structure leaders can use in real time• We build strategies that fit your organization based on your organization’s data and needs
• We focus on what is actionable and can be executed, not just what sounds good
04
Why We Start with Data
When things feel off, it is easy to rely on assumptions or react quickly. Data helps bring clarity to what is actually happening beneath the surface.
• Conversations become more focused and grounded
• Leaders can respond with clarity instead of guesswork
• Decisions are based on insight, not just urgency
• Teams gain a shared understanding of what needs to shift
